[vlc] Re: VLC null packets

Does anyone know if VLC inserts NULL PACKETS (PID=0x1FFF) into transport streams when "strict rate control" is enabled?
I would like send a UDP transport stream from VLC to the DekTec MuxXpert ( http://www.dektec.com/Products/DTC-700/index.asp ). The MuxXpert requires a complete transport stream (ie. using null packets). This received by the MuxXpert software by using the DekTec DTA-160 card which has a Gigabit ethernet interface.
Any input would be welcome.
