[vlc] vlc.exe

Hi team,

I have compiled the vlc-0.9.0 version succesfully in windows plartform. I am 
using cygwin tool for compilation. While running the vlc.exe file lnding up 
with the following pop window with the message.

"Windows cannot access the specified device, path, or file. You may not have 
the appropritae permission to access the item"

Can anyone in the list suggest why this is happening?
