[vlc] VIDEO PACKET ACCESS PRIOR TO STREAMING

Hi guys,

Where in the source code will I have direct access to a packet's
contents (including its header) before it is streamed across some
network?  Should I look in the vlc code or ffmpeg code?  If one or the
other, where should I begin to look?  FYI, I am using vlc-0.8.6a.  I
would greatly appreciate your help.
