[vlc] streaming question

Hi,

I'm trying to live stream a video on the network, I tried following 
http://www.videolan.org/doc/streaming-howto/en/ch02.html and then ttied 
connecting to http://192.168.0.118:8080 from a Windows client on the same 
network but i didn't get anything and i'm not really sure how i can 
troubleshoot the issue.
Help would be appreciated!
