[vlc] freeze frame on valid ogg streams:

There seems to be an issue with freeze frame on a valid ogg stream: 
(using 0.8.6c) 
http://128.114.20.64/media/house_proceeding_12-17-07.ogg?t=0:00:10/0:01:00  
it plays fine with totem, mplayer etc

vlc messages are attached.

Likely Problem is chopped ogg stream is confusing vlc ... if anyone can 
follow up I can send more details.
