[vlc] Cannot speed up streams

Using Portable VLC
(http://portableapps.com/apps/music_video/vlc_portable) in Windows XP
I can play RTSP streams from the university video server. However, I
cannot speed up or slow down the streams. Windows Media Player on the
same computer is able to speed up and slow down the streams, so I know
that the streaming server supports this feature. What can I check to
see why this is not working in Portable VLC? Thanks.
