File > Open Network Stream > check UDP/RTP box > select port stream uses

This applies if the video is just being broadcast on an UDP port, 
packetized in RTP.  If instead this is a unicast/video-on-demand setup, 
the following is more likely to be correct:

File > Open Network Stream > check RTSP box > enter URL

If neither of these works, post details of the video source.  What 
product is doing the streaming, what kind of video is it, what other 
clients can show it, etc.
