[vlc] WIndows build

Note, on the wiki windows cross-compile page, I have put some notes on the
talk page that should help in compilation.  I've been meaning to organize
those into a form suitable for putting right in the article, but I haven't
had any time.So, if you follow the cross compile directions on the wiki
(which is recommended over the cygwin compile), do take a look at the talk
page for it (click the "discussion" link when you're viewing the article)
