In reply to the original, the tutorial can be very usefull but I am not sure that is enough. To solve the problem the first thing is : what is the error ? after we can trully identify if the problem come from a bad understanding of tool usage (tutorial) ? or if the problem come from bad understanding of TV watching way of work ?

That why I will try to clarify that last point.
First at all, if you want looking for TV from IP network (e.g. Internet) you need a data stream, and after you need a software that translate the data stream into the video stream need for you screen (e.g. VGA, DVI,...)

VLC is the software that cover the second part : translation for any video movie stream (network stream or file) into the video stream required by your OS (Windows, Mac, Linux, Unix,...) to print on screen.

If you want look a TV show on your computer, it must be broadcast by a Server (e.g. VLS is the server-side tool of VLC to create a broadcast server). This server need send (broadcast) the TV show in a specific video stream format (e.g. ts, ps,...).
On your side (as Client), if you want show that TV show, you must be physically connected with the broadcast server (e.g. thru Internet network) and you must be able to select the video stream from the network.

If you take the case of Internet network, you can select the video stream from the server if 1) you have the IP server identity, 2) the broadcast port identity (e.g. 215.213.5.56:536 where 215.213.5.56 is the IPv4 Server identity and 536 the broadcast port).
VLC is able to identify automatically a great number of standard format (e.g. mp4, ts, ps, avi, mpg, mov,...) but if the (video) stream format is not a standard one, you must give complementary informations to help it into identification of input codec identifier.
When you have all informations, you can open a (video) data stream into VLC (File->Open (Advanced)) with the good parameters settings (see tutorial for good values regarding data stream format)

En réponse au message originel, la solution du tutoriel est possible mais je ne suis pas sur que ce soit la bonne.
Pour pouvoir répondre correctement à la question, la réponse est : 
nous pouvons effectivement aider, mais pour ce qui ne concerne pas les réponses de la FAQ, du tutoriel ou non lié au logiciel proprement dit.

Pour cela, il faudrait savoir quel est l'erreur ?
Cela permettra d'identifier rapidement s'il s'agit d'un problème de mauvais usage de VLC (auquel doit répondre le tutoriel), ou d'une mauvaise compréhension plus générique de comment fonctionne la TV sur réseau.

La suite concerne plus spécifiquement ce dernier point. Nous nous baserons sur le cas d'un réseau IP, mais la théorie est identique pour tous les autres cas.
Avant tout, si vous voulez voir la TV sur IP (e.g. Internet), vous devez avoir un flux de données qui sera ensuite traduit (généralement un logiciel) en un signal affichable à l'écran (e.g. VGA, DVI,...).

VLC est justement un programme réalisant cette tâche.

Si vous voulez voir la télévision sur votre PC (Windows, Mac, Linux, Unix,...), il vous faut donc un flux de donnée diffusé par un Serveur (e.g. VLS est la version du serveur fournit avec VLC). Ce serveur diffuse le programme dans un format spécifique (e.g. ts, ps,...)
De votre côté (comme Client), si vous voulez voir le programme, vous devez être relié au même réseau et vous devez sélectionner le bon flux.

Dans le cas du réseau Internet, vous pouvez sélectionner ce flux si vous connaissez 1)le nom du serveur, 2)le port de diffusion (e.g. 215.213.5.56:536 où 215.213.5.56 est le nom IPv4 du Serveur et 536 le port de diffusion)
VLC est capable d'identifier automatiquement un grand nombre de formats normalisés (e.g. mp4, ts, ps, avi, mpg, mov,...), mais si le programme n'est pas dans ce format, il faudra alors indiqué à VLC quel codec utiliser et comment lire le flux.
Avec toutes les informations, il suffit alors d'ouvrir le flux comme un fichier (Fichier -> Ouvrir (mode avancé)) et de régler les bons paramètres (voir le tutoriel à ce propos)
