[vlc] Scheduling & Streaming on VLC winxp

I am trying to perform a schedule through the command line using VLC v0.8.6
/ 0.9 but have yet been able to use the VLM properly. How does one use the
VLM to perform a schedule or through command line.
How do I create the start and stop timings?
