The command  I was looking for is

vlc name_of_stream --sout '#transcode{acodec=vorb,ab=128,channels=2,samplerate=44100}:duplicate{dst=std{access=file,mux=ogg,dst='name_of_file.ogg'}'

and I found it, after having obtained the expected result graphically in the convert/save menu, thanks to vlc -vvv after the phrase "qt4 interface warning: Transcode MRL"
