Hmm, there is a problem indeed. Until we resolve this, I think you can just 
create your Paypal account from the normal Paypal website (in English) and 
then get back to the VideoLAN website.

Veuillez vous connecter -> Please login
Email -> email
Mot de passe -> password
Connexion -> Connection

I assume everything else is in your language once you are logged in.
