[vlc] new version 0.9.8a for Windows

Hello Boys and Girls at VLC!

I am very sorry to say so, but the new version of the VLC Player does not do
the trick anymore...

In example, you cannot watch movies in full screen mode in dualview anymore
and few other bits and bops that were just great in the 0.9.6 version don't
work...

You really should take it off your download site until all the bugs are
fixed.
