[vlc] Default Directory that vlc searches for files

I have searched the documentation and the preferences for a place to set
the default directory where vlc looks. It always goes to Steve/Documents,
whereas my files are in Steve/Downloads. I tried setting the Modules search
path in Advanced settings, but that doesn't do it. Is there a place where I can
tell vlc to look for files I want to open?
