[vlc] Using VLC to stream out 38Mbps UDP streams

To whom it may concern,
I have a question about how to stream out 38Mbps UDP streams using VLC player.
Latest VLC player 0.9.8a is installed on Windows XP Service pack3. I'm trying open a transport stream file (.tp) which is about 38Mbps, and stream it to UDP multicast address 250.50.50.50. Somehow the output is only about 2-3Mbps. I'm wondering if there's a way to keep the original 38Mbps bandwidth.
