[vlc] Changing the UI font

VLC 0.9+ uses QT as its GUI library, so maybe modifying QT
configurations. On my Linux, I have a dedicated application called
"qtconfig-qt4".

Maybe such centralized QT config manager doesn't exists for Windows..
