[vlc] Different behavior on MAC OS and Windows or Linux

Hello,

I observed there is a different behavior of the VLC player when I press 
the Faster or Slower buttons while playing a streamed video. The Mac 
version send an RTSP PLAY message to the streaming server while the 
windows and linux version doesn't send any message, but waits for the 
buffer to fill for example and then plays the video faster.
Is there a way to configure the windows version of VLC to behave like 
the one on the Mac OS?
