[vlc] Incorrect ttl setting when streaming is launched

Hello,

It was pointed out to me that - I am running 1.0.3 - when a stream is 
sent to a mulitcast
address using the gui invocation, the command-line syntax does not 
reflect the ttle set in
the gui.  If this has already been noted, please disregard.
