[vlc] VLC 1.0.3 Goldeneye (Intel 32bit) on OSX incorrectly plays 8-bit FLAC audio files

VLC does not correctly play a FLAC format audio file with mono 22050 Hz
8-bit samples. The sample rate sounds incorrect. Here is a sample file
that demonstrates the problem:

VLC does correctly play the corresponding wav file produced by running
"flac -d" on the flac file.
