[vlc] MS Office hyperlink fix

Hi,

When I tried to play a movie (any extension) with a hyperlink from ms excel or ms powerpoint,
I got a warning that there was no program registered to open it. I've written a .reg file that fixed
this problem, I hope you can use this in future versions of vlc. The .reg file is in the .rar archive.
