[vlc] Videolan VLC media player

Hi folks who are improving VLC media player!

I am helping someone who teaches classes at the local college.  She uses scenes from popular movies to illustrate her points.  

She would like to play these scenes (by title and chapter) of *.IFO and *.VOB files on her machine's hard drive.  She has done this in the past by going into Windows Explorer, clicking on desired file, and sending short-cut to her desktop.  

How can she accomplish this using VLC media player?
