[vlc] Strange sound file

Hi,

I do not know much about audio.  The "newmessage.wav" file from
http://git.gnome.org/cgit/ekiga/tree/sounds is strange because aplay
plays it correctly, vlc plays it but not the same thing is heard (only
the second part of the file is heard), and xmms does not play it at all.
 Standard windows programs do not play it either.  Could someone tell me
what's special with this file?  Is this a bug in vlc too?
