[vlc] Error playing OGG file with newest player

The linked OGG file has an issue with the newest player on my Win7-32 2.4GHz
P4 w/4GB memory:

I downloaded the file to my hard-drive from the link, above.

 

VLC 1.0.5 plays the file ok.

 

I updated to 1.1.3 and it fails immediately with an error.  It asks to send
a bug report, but it quits so quickly I'm not sure it ever does. 

 

If I re-install 1.0.5 it plays the file, again.

 

I have tried deleting and not deleting the preferences/cache and it doesn't
matter.  I've associating no file types and all file types and it doesn't
matter.
