That would require almost separate version for each phone, since different  
phones engaging different CPUs and DSPs in phones.
And would require the very phones given to developers for debugging on  
real hardware.
It is much more complex than developing to Windows with one and the only  
CPU kind on a machines.

Probably because doing it otherwise woud be software piracy ?
And also because doing so solves the problems/questions with dispatching  
workloads and fairly distributing earned money and removes copy-protection  
expenses and removes support expenses and removes taxes.
