[vlc] input as a video file

i give input to my code a file which should be converted to RTP packets and
forward them to the vlc or to some x place

is it possible.....is there any API ahich supports to this...please help me
out..

heard libVLC supports....but can anyone here tell me which module is useful
in this....

its really very big to take it as such....cos my need is not to develop a
player.....



i think i am clear with my need..
