I would like to second this request.  I use VLC to watch movies for
learning a foreign language.  I often want to move back just a few 
seconds to listen to a phrase again, and often do this multiple times.

Rather than just a single button moving a fixed amount of time, I 
wonder if a second, "vernier" scroll bar could be provided.  The 
control lever would be positioned at the right end of the scrollbar
normally, and when moved all the way to the left, it would step back 
by a fixed amount of time (say 15 sec, settable in preferences).  
Or maybe a checkbox could be provided to make the main scrollbar 
work normally, or in this vernier mode.

I know this would make VLC enormously easier to use for me.
