It's 616KB of WebM/Matroska/VP8 at 640x360 and allegedly 25fps.  No audio.

I tested with VLC 1.1.0 under Win7 64bit.  To me, it just appeared to be
playing too slowly,
it took roughly 19 seconds to play,   The media statistics page indicates
774 frames were
displayed, 0 lost.  Playing it at 4x speed was better.

Is there something unusual/different about this file?
