[vlc] Problem while running some videos

u may take mediainfo.sf.net and compare video formats, of files that give  
such effect and other files

u also may open VLC's settings and choose video output to some non-DirectX  
one. Maybe pure plain GDI or maybe OpenGL but nothing DX-related.
