[vlc] new idea

Hello everybody:
I have a new idea in storing and playing video

this idea aims to save the video in an encrypted way and plays it without
the need to decrypt whole video


the video will be group of small  chunks
VLC will only decrypt one chunk while it is playing previous chunk
