[vlc] suggestion in improvement

Dear VLC development team!

To  begin  with  my  thanks  for  the  player  developed.  It's really
wow!

I  would  suggest  a  bit  for vlc to be improved.

The thing is that it were really useful to make hot keys working
while  any  language  is  used on PC. For example, I'm Russian and
my  default PC language is Russian. So while watching video and trying
to  apply/cancel full screen view mode I have to change language first
and then try "f" again.

I hope I was useful in hawking around opportunities.
