[vlc] dvd decoder?

VLC users

The VideoLAN application was suggested to me by another help desk.  I am
looking for a dvd decoder because my Dell laptop no longer includes one as
standard.  I was a bit upset to find I couldn't play a movie using Windows
Media Player.  Looking around your site, do I have any options besides
downloading VLC Media Player where I can just use the decoder to play
movies?  Can I install/copy the libdvdcss library alone to be able to watch?
