there is for ages
at least on windows
at least in not-skin reguar GUI, crawl through MainMenu around Video or  
Playing or such
but it is not automatical

the feature really missing, is "on-top while playing, regular when  
pause/stopped" that can be found in MPC:HC or theKMPlayer
