VLC doesn't own any of the video formats it plays.  Microsoft owns 
Windows Media Player and Movie Maker.  If you know what you're doing you 
use VLC to trans-code media into another format such as Microsoft's WMV 
or cut out certain sections (and I think it may be possible to fuse 
files though I've never done it) but otherwise you need to find another 
tool.  Unfortunately I don't really know any good alternatives for full 
fledged editing that don't cost anything (and I rarely pay for software 
when there's a free alternative).  Perhaps someone else here can help 
you find a good editor otherwise you might try Windows Secrets 
(https://windowssecrets.com/forums/) or any other general use forum (I 
just happen to like WS as it's a fairly active multi-purpose forum).
