[vlc] Transcode Module

I would like to use the transcode video feature.  I can not find any of the
options on the for transcoding, under any menu or sub-menu..even if I am
playing a video (MPEG 2) live as well.
I saw a Wiki tutorial about it being under Open File and Advanced Options
but this was not the way it is in 1.1.11 so I can not figure out how to use
the Transcode Module, or where or how to install it if necessary.  I see
Transcode Stream Output listed under Plugins but there is no action that can
be performed on those plugins in the list.  Am I to assume it is installed?

I am running:
Windows XP Service Pack 3
VLC 1.1.11
