[vlc] Using VLC with Lumicall PTT

I've just released v1.4.1 of Lumicall with push-to-talk (PTT) support

There are some notes and sample command lines here for those who want to
test it with VLC:

I've currently tested it for ordinary RTP, is there any plan to support
SRTP from VLC?
