[vlc] time balloon interferes with time slider in full screen mode

I have recently upgraded to the most-recent version of VLC on a 
Windows 7 computer.

When I am in Full screen mode, if I hold my mouse cursor over the 
time slider long enough, a time "balloon" appears that indicates 
where my cursor is on the time slider.      Thereafter the speech 
balloon appears very frequently.  The speech balloon does not appear 
above the time slider, it obscures that part of the time slider, 
and  interferes with me using the cursor to manipulated the time 
slider.   In other words, when I put my mouse pointer on the time 
slider the balloon is in the way.

When not in full screen mode, the balloon is above the line and seems 
to be working properly.

Are there settings where I can change settings on this balloon for 
Full Screen mode, such as one to make it higher so it appears above 
the time slider instead of covering the time slider?

This is my first query here, I think.
