[vlc] about archlinux and vlc and some questions

Hey I am using archlinux as my primary sytem .. 
Has the vanilla VLC the feature called vlsub [1]?

also i want to buy a tv turner to watch some tv on my laptop , 
the vlc that comes from arch linux official repos contains the module out of the 
box ?
