[vlc] VLC SAP Streaming on Win7 will not work, WinXP works

hi at all,

old environment:

WinXP -> VLC 2.0.5 -> Streaming SAP list will be loaded
Firewall is off

new environment:

Win7 -> VLC 2.0.5 -> Streaming SAP list will not be loaded
Firewall is off
If I try to open the stream(udp://<IP streaming server>:<port>) directly 
nothing happens.

Why?
