[vlc] vlc Digest, Vol 84, Issue 3

The vlc:// doesn't work anymore. Only on iOS and early Android versions. 

It needs to match the intent:// format. 

https://developer.chrome.com/multidevice/android/intents

But I can't work out the action category parts etc.
