[vlmc-devel] [PATCH] Check for CMake3.1 or higher for command target_compile_features

Hi,

 Please find the patch for checking CMake version requirement for command
target_compile_features.
This command was not there before CMake3.1.

Error otherwise is:

CMake Error at src/CMakeLists.txt:276 (target_compile_features):
  Unknown CMake command "target_compile_features".
