RTSP is none exsisting I guess Loïc Minier was talking about RTCP/RTP 
which is different from RTSP.

RTCP/RTP is for bitrate and congestion control on the network
RTSP is for application level control protocol (thus communication about 
the stream in short replacement for telnet)
