It is a mistake in the link. I am fixing it now.

The updated page (v1.7) should make it to website in some short time, 
but in the mean time strip of the last bit of the link. So you get:
http://www.videolan.org/pub/videolan/vlc/ipkg-feed/armv4l/v0.5.2/linupy/librt-2.1.3.tar.gz

Which is the correct location.
