[www-doc] A word on mirrors

The VideoLAN site now supports mirrors for downloads

The mirrors are listed in include/mirrors. Each line contains the top
download URI and a description of the mirror.

A special global macro pkgitem automatically creates links for downloads
from mirrors. At the moment, the main site (at ecp) is shown, and the
mirrors are beside, but if we see that the mirrors aren't used enough,
we'll make all sites the same).

Download links are all directed to /mirrors.html that counts the
downloads (all stats are in http://www.videolan.org/mirror_stats) and
which redirects to the real download site.

At the moment, we have two mirror sites
* Twente University's Student Network (Netherlands)
* ENS Cachan's student network (France)
