you can find the download-link for VLS on the Streaming-page. Please 
contact either the mailing-list <streaming at videolan.org> or our 
web-forum, if you have questions about its usage. 
Webmaster at videolan.org is not an approbate address for such issues.

Btw. You should think about the idea that you really need vls. VLC 
(although the "C" stands for client) can also do streaming with the 
nearly the same possibilities, but a much simpler, graphical interface. 
Furthermore, VLC is under active development on the contrary to vls.
