Hello Peter,
please have a look at VLC's download page for SuSE. You can download 
unofficial binaries of VLC there, which should run fine, so you don't 
need to compile VLC on your own. If you decide to compile VLC anyway, 
please have a look at this document:

I don't recommend you to use VLS, since it is pretty outdated, not 
maintained and VLC could do almost the same things in a much easier 
way.

The latest release of libdvbpsi can be found here btw.: 
<http://download.videolan.org/pub/libdvbpsi/0.1.4/> You do only need it 
if you wish to compile VLC or VLS on your own.
