tooney is the maintainer of those documents..

if you start at http://www.videolan.org/ then you can see the state of the 
situation.. the vls is outdated deprecated and now basically inside vlc.. 
maybe it is not that official, but, the real problem is not that those 
documents are not available but that the developer page here: 
http://developers.videolan.org/ and here: 
http://developers.videolan.org/vls/ are outdated.

contact tooney if you need to that badly.. -but that stuff is quite old.

I'm sure that the server side of vlc is not only much more up-to-date, by at 
least a year or more, but more powerful, more stable, and the documentation 
is available and it is up-to-date as well.
