[www-doc] Website in FR.

Hello,

As we spoked about it a few weeks ago, I did with the help of the French
Assemblée Nationale, the translation of the WebSite.

However, because of the maintenability, I have limited the translation
to a very restricted number of files. That way, other languagues could
be added. The choice of the pages was also done considering the
frequentation and the volability of those pages.

There is :
* index.html (VideoLAN project)
* vlc.html (VLC media player)
* doc.html <= Very short. Is it still needed ?
* support.html (Help - This page is still so unclear...)

And for the frequentation:
* download-windows.html
* download-macosx.html

There should be limited changes in those pages in the future. However, 
$version variables in the include/ would be good when we change versions, especially if we have a  few more languages added. Anyone against ?

Any other remarks ?

Could someone knowing a bit better than me Makefile could make it work for 
the automatic commits ?
Could someone knowing a bit better than me RewriteRules do a locale/fr/
redirect to fr/ ?
