[www-doc] Enabling email notifications for VLC Trac

Hello,

  I was advised:
https://trac.videolan.org/vlc/ticket/2554

  to send you a mail with proposal of enabling email notifications. 
Manual checking each ticket is really tiresome. Every BTS I know 
sends mail on-change so reporter & posters know there is change for 
this and that report.
