The download link of latest version of VLC 2.1.3 (32bit version) vanished
midway while I was downloading it. The download link on the website has
restored back in redirects to version 2.1.2. Meanwhile the 64bit version
still shows the version 2.1.2 download link, while the new version 2.1.3 is
available on the ftp site but no exe or zip file of 32 bit exist there.
Actually the 64bit version download link always changes to latest version
quit later after 32bit has been already downloaded by most user.

The VLC player application on windows all this while is able to download the
newer version from within the player.
