Well, one could do motion estimation at 1/2 pixel accuracy,
and never write 1/4 accurate motion vectors into the bitstream.
But this makes little sense as the step from integer pixel
to 1/2 pixel accuracy is much more difficult than 1/2
to 1/4 (longer interpolation filter).
